HLB puts hold on new infrastructure projects as per ministry directive

Hwange residents can expect to see existing Devolution Fund projects completed before any new ones are initiated this year. This follows a directive from the Ministry of Local Government and Public Works, announced by Acting Hwange Town Secretary, Paulos Mabhureni.
“We have been instructed by the Ministry to prioritize finishing ongoing Devolution Fund projects before starting fresh ones,” said Mabhureni. “This means our initial focus will be on completing the construction of the Empumalanga flea market.”
The directive comes alongside additional tasks assigned by the government. The council must develop a Master Plan, outlining land use and development strategies, by June 2024. Additionally, they are required to conduct a Valuation Roll, recording property ownership and value, within the same timeframe.
“Part of the Devolution Fund will be allocated to completing these crucial tasks,” explained Mabhureni. “Once completed, we can then turn our attention to other priority projects in our budget, such as building a new school, upgrading Empumalanga’s sewer system, and rehabilitating the treatment plant.”
Previously, the Devolution Fund has played a significant role in Hwange’s development. The council has utilized the fund to:
- Construct a perimeter fence at the Empumalanga Clinic, enhancing security.
- Install a water storage reservoir at the clinic to ensure water availability during supply disruptions.
- Build a medical incinerator for safe disposal of medical waste.
- Construct a new Early Childhood Development block at Nechibondo Primary School, accommodating over 100 learners and eliminating the need for “hot seating.”
- Purchase a 10 cubic meter Tipper Truck, a tractor, and a fire engine.
While residents might have to wait a bit longer for new initiatives, they can breathe a sigh of relief knowing that existing projects will be completed before new ones are initiated. This approach ensures continuity and avoids the potential for unfinished projects littering the landscape.
